It's just a little prod to get some new, fresh designs out for the community. :) Hey Shaz: Check out the How to Submit section, notably below the list, which states,

So no, you won’t be able to submit a publicly released theme/design, even if it’s your design.

It’s just a little prod to get some new, fresh designs out for the community. :)
